Typhoon Pabuk, which had been expected(預計) to bring heavy rains to Taiwan, did little damage and left quickly.
Residents(居民), however, should always remain on the alert whenever the Central Weather Bureau is predicting(預測) the coming of another tropical storm.
Typhoons are cyclonic storms that occur in the western Pacific area and are called hurricanes(颶風) in the western North Atlantic.
In Taiwan, earthquakes seldom cause much damage or lead to the disruption(崩解) of everyday life.
In contrast, many typhoons produce a considerable(巨大的) impact(衝擊) unless sufficient(足夠的) precautions(預防措施) are adopted.
One of the most common and serious(嚴重) consequences(後果) of typhoons is flooding(淹水), which is not necessarily caused by heavy rains but is often due to the malfunctioning(故障) of the drainage(排水) system.
If authorities(政府) are neglectful of keeping these systems in good condition, the drainage ditches(溝) will fail to carry off(排放) rainwater fast enough to prevent flooding.
Sometimes lives are lost because citizens themselves are careless.
For example, some people stay on beaches when the waves are high or go to the mountains despite(不管) typhoon warnings.
Such dangerous acts should be condemned(被判刑) because rescuing these people always takes a great amount of resources.
Although Pabuk spared Taiwan, the damage caused by the more recent Typhoon Sepat shows that citizens, as well as the government, should be on full alert whenever the next storm approaches.
